Several years ago, the Musueum at FIT had an exhibit on London fashion with a pretty large chunk of it devoted to punk rock style. Pictured above is an outfit from the show by Vivienne Westwood during her Seditionaries days.
The God Save the Queen gauze shirt (1977). The black flap is indeed rubber. I don't remember if it was an industrial type of rubber or latex rubber sheeting, but it was quite thick and stitched onto the fabric. On second thought, based on the lack of oxidization it may have been an industrial rubber.
